The Rain Dances Worked!
On Nov 1, 2009, the Mayor terminated the drought surcharge and the once-a-week watering restriction. The October usage will be surcharged, but starting with the November usage, no drought surcharges will be assessed.

"Drought of Luck"
The Texas Drought Monitor has declared South Texas is in an Exceptional Drought, that includes the City of Fair Oaks Ranch.
The forecast is not optimistic so the city implemented Stage Two as of August 1, 2009 as water usage continues to average over 1.2 million gallons a day and the test well is below 1040 feet below sea level for 15 consecutive days.
Stage Two implements a surcharge on residential consumption greater than 25,000 gallons in a month (there goes my full size repica of Niagra Falls) and, no permits for newly planted lawns/landscapes will be issued.
I believe Rain Dances are in order.
